New CA Legislators Sworn In Today

At noon today, the new session of the California State Legislature formally convened with the swearing in of the largest freshman Assembly class since 1966. Please join BizFed in congratulating the two freshman Senators and 13 freshman Assembly Members representing parts Los Angeles County:

Senate:Steve Knight, 21st District; Ricardo Lara, 33rd District

BizFed member Union Bank, and its parent company UnionBanCal Corp., have received final regulatory approval for the $1.5 billion purchase of Santa Barbara based Pacific Capital Bancorp, adding 45 branches and significantly expanding Union Bank’s geographic footprint to important areas of the Central Coast.

Legal closing date is expected Dec. 1, and comes after approval by the Board of Governors of the Federal Reserve System and the Office of the Comptroller of the Currency, and clearance by the Japan Financial Services Agency.

BizFed Tours Colorado River Aqueduct

Nearly two-dozen BizFed-member business leaders took part in a special behind-the-scenes Inspection Trip of the Colorado River Aqueduct & Hoover Dam Nov. 2-4. The educational trip was hosted by Metropolitan Water District Director David Fleming and MWD Chief Administrative Officer Gil Ivey.

The in-depth trip provided a unique opportunity to better understand the challenges of sustaining Southern California’s vast water supply system – which spans from the Sacramento-San Joaquin Bay Delta in Northern California to the 242-mile Colorado River Aqueduct.

Mary Nichols, chairwoman of the California Air Resources Board, is widely regarded as one of the most knowledgeable and influential clean air and climate regulators in the United States. In 2006, California adopted AB 32, also known as the Global Warming Solutions Act, which laid the foundation for a cap-and-trade program that sets lower limits on companies' greenhouse gas emissions and allows those who emit less than their cap to sell permits to those who exceed their limits. The first state auction of emissions permits will be held Wednesday.

BizFed Founding Chair Shifts Role at Valley Hospital

Valley Presbyterian Hospital (VPH) today announced that David W. Fleming has retired as chairman of the Board of Directors after more than 20 years in the role. Dr. Greg Kay, who serves as a board director, will assume the role of chairman, effective Dec. 1.

LA City Council Weighs New Tax Measures

The LA City Council is moving forward with proposals for a variety of new taxes for consideration for the March 2013 ballot – including a newly proposed half-cent sales tax increase.The Council today directed the CAO to draft proposed resolutions for potential ballot measures - to help balance the city’s projected $215M+ budget shortfall - including:

·A half-cent sales tax increase citywide (would raise approx. $220M/year)

·A $39 per-parcel annual tax to fund city parks and park programs and maintenance (would raise approx. $30M/year)
